The Planning Board is developing a Senior Housing Zoning Bylaw to be voted on at the 2026 Annual Town Meeting. Manchester is the only community in the region without special zoning provisions for senior housing.
The senior housing zoning bylaw proposed for consideration at Town Meeting encourages small age-restricted units and conversion of existing buildings for seniors. The goal is to provide a range of housing types and allow more options for downsizing. The Town’s Master Plan (December 2019) identified the need for diverse housing, especially for seniors.
