  • The Town committed to informing residents each time National Grid changed their rates (twice a year in February and August). 
    • The February 2026 National Grid Basic Service Rate: $.15372 (per kWh)
    • The Standard Energy Aggregation Rate: $.14146 (per kWh)
  • Anyone who is participating in the Aggregation Program should watch their bill for further notification.
    • The January 2026 bill will show Manchester-by-the-Sea’s supplier (Dynegy) and aggregation rate under “Supply Services”.

About the Energy Aggregation Program

At the April 2023 Annual Town Meeting, residents voted and approved an article on Municipal Energy Aggregation. 

ARTICLE 15: To see if the Town will vote to grant the Select Board authority to research, develop, and participate in a contract or contracts, to aggregate the electricity load of the residents and businesses in the Town and other related services, independently, or in joint action with other municipalities, retaining the right of individuals and businesses to opt-out of the aggregation; or take any other action relative thereto. Per the petition of the Select Board Recommendation The Finance Committee and Select Board recommended approval. Final Vote: Article 15 was approved with a majority vote; 186 yes, 26 no, 2 abstentions. 

The Town is consulting with Colonial Power Group, Inc., an independent energy consulting company that specializes in helping local municipalities to create and manage electric Community Choice Power Supply (Municipal Aggregation) Programs in accordance with MA Law (M.G.L. c. 164, § 134). 

A final plan was approved by the Select Board in 2025. All residents will have the choice to opt out of this program at any time, and at no cost.

Timeline of Municipal Aggregation Planning in Manchester-by-the-Sea

  • Annual Town Meeting - April 3, 2023
    • Approved Article 15 by which the Town declared its intent to become an aggregator of electricity.
  • Consultant Agreement Signed with Colonial Power Group - July 19, 2024
  • Department of Energy Resources (DOER) Consultation - December 6, 2024
    • Conducted meeting with the Town, CPG and the DOER to review the processes, consequences and outcomes of municipal aggregation.
    • Discussed DOER Recommended Best Practices for Advancing Clean Energy in Municipal Aggregation Plans.
  • Public Review & Comment Period - January 23 – February 28, 2025
    • Posted the Aggregation Plan for public review and comment to the Tide, Cricket, social media, and the website. 
  • Aggregation Plan Approved - April 7, 2025
    • Select Board voted to approve the Aggregation Plan
  • DPU Submission & Order
    • May 28, 2025 - Town’s Petition with the Department of Public Utilities (DPU) filed seeking approval of its Aggregation Plan.
    • July 16, 2025 - Conducted required public hearing with DPU.
    • August 15, 2025 - DPU approved the Aggregation Plan, which allows the Town to go out in the competitive marketplace and solicit pricing for its residents.
  • Resident Letters Mailed - October 15, 2025
    • Basic Service Customers have until November 18 to opt-out.
    • Third-party customers received a separate post card with additional instructions. 
  • Public Forum - October 23, 2025
